If your customers are already in Telegram, the bot is the shortest route to them. There is nothing to install, it takes payment through Payme or Click, and you run it from an admin panel. A Mini App can be added when you need a real interface, but it still never leaves Telegram.
If your product is opened every day and it needs push notifications, maps or SMS login, the app earns its place. It is written in Flutter or React Native for Android and iOS at once, and it leans on a backend API of its own. Plan for the store review and for the developer accounts as well.
Do not treat this as bot against app: an idea can be tested with a bot first and moved into an app once the demand is proven. The full source code is handed over to you either way, and bug fixes after handover cost nothing.
